前瞻種子資金來了！金管會昨（1）日宣布開放投信業可轉投資子公司，以設立私募股權基金（PE Fund），引導國內機構投資人如退休基金、壽險及銀行等成為基金合夥人，共同投資國內如電廠、機場等基礎工程等實體產業公司。
這項開放預計明（3）日開始接受投信業者申請，據了解，包括摩根投信、國泰投信都已表達要轉投資子公司，並各募集近百億元的私募股權基金投資國內電廠等基建。依相關法規，壽險公司最大投資限額達新台幣2兆元，銀行則有3,000多億元額度，最快今年9月或第4季即可看見新的私募股權基金投入國內實體產業。但保險局副局長張玉煇表示，壽險業依現行法規只能投資「創投」，投二胎時代信子公司募集的私募股權基金名稱必須是「創投」，壽險資金才能投資，單一創投可達壽險資金的5％、該創投實收資本的25％，保險公司必須事先申請獲准才能投資；銀行局則比照創投，准許銀行其淨值10％、被投資單位實收資本5％以內投資。
證期局副局長張振山表示，私募股權基金含有創投的類型，可以投資基礎建設、實體產業、股權併購或不動產，國內外標的也沒限制，就看投信業者轉投資的子公司如何申請募集。以往投信募集的私募基金，多屬於財務性投資，這次開放的是股權性投資，且投信可申請委託管理私募股權基金，未來將設立專責部門人員到所投資的標的公司任職，介入被投資企業的經營管理，有助增加國內工作機會。證期局解釋，這是參考國際間PE Fund通常是採有限合夥人組織型態，由出資者擔任有限合夥人（LP），資產管理公司則另設子公司擔任普通合夥人（GP），負責PE Fund的營運管理，這次開放投信得申請轉投資設立子公司，再由此子公司擔任GP，尋找投資人（LP）共同投資私募股權基金，再由此PE Fund去投資實體產業，如風力發電、太陽能電廠等。投信可再請委託管理業務，管理PE Fund，並派人員出任被投資公司經營團隊，確保未來投資績效，一般GP出資額都低於20％，且證期局開放投信設立子公司，即是將未來投資風險限縮在子公司出資額。投信投顧公會理事長暨國泰投信董事長張錫指出，國泰投信初期目標將發行100億元的私募股權基金，投資台灣新能源產業、綠能相關的風力電廠，估計長年收益達6％至7％。張錫指出，這類標的最適合保險業長線資金投資，「好標的相當的難找，找了快一年才找到，當然不希望肥水流落外人田，不想讓外資來投，希望讓國內保險資金優先投資，又可以建設台灣，一舉數得」。他也呼籲保險局應該盡快開放讓保險資金也能投資。(工商時報)

證期局副局長張振山表示，私募股權基金含有創投的類型，可以投資基礎建設、實體產業、股權併購或不動產，國內外標的也沒限制，就看投信業者轉投資的子公司如何申請募集。以往投信募集的私募基金，多屬於財務性投資，這次開放的是股權性投資，且投信可申請委託管理私募股權基金，未來將設立專責部門人員到所投資的標的公司任職，介入被投資企業的經營管理，有助增加國內工作機會。證期局解釋，這是參考國際間PE Fund通常是採有限合夥人組織型態，由出資者擔任有限合夥人（LP），資產管理公司則另設子公司擔任普通合夥人（GP），負責PE Fund的營運管理，這次開放投信得申請轉投資設立子公司，再由此子公司擔任GP，尋找投資人（LP）共同投資私募股權基金，再由此PE Fund去投資實體產業，如風力發電、太陽能電廠等。投信可再請委託管理業務，管理PE Fund，並派人員出任被投資公司經營團隊，確保未來投資績效，一般GP出資額都低於20％，且證期局開放投信設立子公司，即是將未來投資風險限縮在子公司出資額。投信投顧公會理事長暨國泰投信董事長張錫指出，國泰投信初期目標將發行100億元的私募股權基金，投資台灣新能源產業、綠能相關的風力電廠，估計長年收益達6％至7％。張錫指出，這類標的最適合保險業長線資金投資，「好標的相當的難找，找了快一年才找到，當然不希望肥水流落外人田，不想讓外資來投，希望讓國內保險資金優先投資，又可以建設台灣，一舉數得」。他也呼籲保險局應該盡快開放讓保險資金也能投資。(工商時報)
